Sarkozy Again Publicly Rejects the Idea of Turkish Accession to the EU

In an interview with L'Express magazine, French President Nicholas Sarkozy again publicly rejected the idea of Turkey acceding to the European Union.

For the rest, you know my position: the enlargement to Turkey would be an aberration, historically and geographically. Geography shapes history; demography accelerates history.

The obvious question is why, if he feels this way, Sarkozy hasn't simply vetoed Turkey's membership negotiations? Why keep stringing it out?
